Board of Directors - Julien Minard, Director of Training
California Federation of Teachers (CFT)
Julien Minard has been working in dispute resolution in many ways for many years as an advocate, negotiator, mediator, facilitator and trainer.
Julien taught in the public school system at various levels: junior high, senior high, California State University at Long Beach and the Labor Education and Research Center (LERC) at the University of Oregon. While a public school teacher, Julien was president of AFT #2317, the ABC Federation of Teachers in southern California.
As a field representative with the California Federation of Teachers, Julien organized new locals, negotiated collective bargaining agreements and trained members of AFT locals in
California. She also designed and facilitated annual strategic planning retreats, In 1988 Julien began another career in dispute resolution as a mediator. She worked as an independent mediation practitioner and trainer; she also worked for the City of Portland at its Mediation Center mediating multi-party cases and as Volunteer and Training Coordinator. She was one of the developers and the first coordinator of the Police-Citizen Mediation Program for the City of Portland, whose principal mission is to bring individual citizens and police officers together to talk through their differences after a citizen has filed a formal complaint against a police officer(s) with the Internal Affairs Division. The principal partners in this venture were the Internal Affairs Division of the Portland Police Bureau, the Neighborhood Mediation Center and the union representing the police officers, the Portland Police Association.
Currently Julien is the Training Director of the California Federation of Teachers. In that position she coordinates training for the CFT.
Internationally, Julien taught mediation for the Universidad Nacional Autonoma de Leon, Nicaragua in 1995. In 2002, Julien was invited to teach trade unionists in Macedonia as part of
an AFT seminar.
Julien has a B.A. from the University of Denver and an M.A. from California State University at Long Beach, both in Communication Theory. She also completed a Certificate in Dispute
Resolution at Willamette University College of Law’s Center for Dispute Resolution, Julien is a member of the United Association for Labor Education UALE, an organization of labor educators from various unions, colleges and universities. Julien is a Lifetime member of the Oregon Mediation Association on whose Board of Directors she served for ten years and the Orange County Industrial Relations Association. She is also active in the Field Representatives Union FRU that represents her colleagues with management, the California Federation of
Teachers.
